How will go from Ulaanbaatar to Irkutsk? As I know, you can take a direct international train or take a international coach from Ulaanbaatar to Ulan Ude, then transfer to a train to Irkutsk.
By train you need to prepare the visa before boarding and to take the coach, sorry I'm not sure via which port the bus will go,check evisarussia.org to see the ports issuing e-visa.

Well, I'm not clear why the online booking is not possible now but you can try to purchase tickets at the station several days in advance.

Train no.5 and K3 are operated by different countries, K3 by China and 5 by Mongolia or Russia (I'm not very sure). I personally like China trains, which are more advanced, although K3 is the traditional old style one.

There are dining cars on both of them for sure, served by different countries along the way.
