You can store your luggage at the tourist center of Mutianyu. There may not be many taxis back but it's not hard to hail a didi car online.

toboggan
Hi

I would like to check if the toboggan or chairlift will be available on December 26, 2024. Will either be closed due to snow or cold temperatures?

Thank you!

Normally they are available but may be closed because of snow. The coldness usually doesn't have a bad influence.

Take chairlift to No. 6 watchtower, then take the toboggan there to go back down. Walk northward to the cable car lower station to take the cable car to No. 14 watchtower, then hike to No. 20 watchtower, after the visit, go back to no. 14 to take the cable car back.

But I don't think it is necessary. You can go up by either cable or chairlift and down by toboggan.
