Can you to Weihai from Qingdao by taxi?

Not a good idea, for Qingdao is 3.5-4 hours from Qeihai by bus. It will costa a lot of money to go by taxi.

I have a plan to visit Quingdao in July. What are the options to go to Weihai from Quingdao? Any train service between the two cities?

No trains are available between the two cities. If you want to take train, you can tranfer to Jiaozhou and then to Weihai.
I suggest you go from Qingdao by bus directly. There are 8 bus stations in the city.
Long-distance Bus Station: No.2, Wenzhou Road
West Bus Station: No.49, Guantao Road
East Bus Station: No.1, Harbin Road
North Bus Station: No.352, Xiaobaigan Road
Inner Mongolia Road Bus Station: No.58, Inner Mongolia Road
Railway Station Bus Station: the square of the Railway Station
