Hi, you cannot get VOA. You are supposed to apply for a visa before entering China.
Asked by Anna Howard from UNITED KINGDOM | Aug. 19, 2016 22:45Reply
I am a British citizen currently working in China.
Dear Sir/Madam,
I will travel to Colombia to study Spanish for at least 6 months. Do I need to come in for an interview or can I just submit my documents to you? I currently reside in Dalian.

Thank you!
